Bucharest, Romania, November 7-9, 2008
On November 7-9, 2008, in
POLITEHNICA University of Bucharest, there were on eight WSEAS Conferences –
dealing with, both modern engineering research (Mathematical and
Computational Methods in Science and Engineering; Data Networks,
Communications, Computers ; Sensors and Signals; Visualization, Imaging and
Simulation; Materials Science) and very important environment aspects
(Natural Hazards ; Climate Changes, Global Warming, Biological Problems;
Urban Rehabilitation and Sustainability). The multi-conferences were organized by the WSEAS and co-sponsored by POLITEHNICA University of Bucharest (UPB), Faculty of Engineering and Management of the Technological Systems (IMST) and ROMANIA Academy, Institute of Solid Mechanics. They were attended by a large number of researchers and scientists – both from academic stuff, research institutes and industry corporations. There were about, 400 participants, coming from *** countries. The Opening Ceremony was in the Senate Room of POLITEHNICA Rectorate and to the audience there were introduced the members of the Presidium, meaning: Prof. Mihai O. POPESCU – vice-rector of POLITEHNICA University, prof. Adrian NICOLESCU – vice-dean of Faculty of Engineering and Management of the Technological Systems (UPB), prof. Tudor SIRETEANU - Director of Institute of Solid Mechanics of Romanian Academy, prof. Constantin UDRISTE – Dean of the Applied Sciences Faculty (UPB), Prof. Nikos Bardis – from the Hellenic Army Academy. The general chairman of the Conferences was Mihaiela ILIESCU – associated professor in Faculty of Engineering and Management of the Technological Systems (UPB). First, it was professor Mihai O. POPESCU who welcomed the participants and expressed the gratitude and honor of being for the second time when POLITEHNICA University hosts the WSEAS Conferences. Being a professor in Electrical Engineering Faculty and, also, member of National Quality Assessment Agency in Higher Education he sad that, for sure, the scientific level of the papers to be presented was a high one and new, important ideas could come out as new solutions for very important and urgent scientific problems . On behalf of Engineering and Management of the Technological Systems Faculty, professor Adrian NICOLESCU pointed out the good opportunity offered by WSEAS Conferences for meeting specialists in various scientific fields and making good connections for further cooperation. He was sure that, at least for the faculty he is vice-dean, there would be many other benefic scientific cooperation with WSEAS and many people involved. It was Professor Tudor SIRETEANU, member of the Technical Sciences Academy from Romania, who told the audience that, based on his experience, these international WSEAS multi-conferences were very successfully and real good, innovating aspects could be pointed out. Anyway, he was glad and trustful about this second opportunity, in the same year, 2008, of meeting important scientific personalities and share ideas, experience, knowledge, within the frame of WSEAS and famous Romanian University and Institute of Academy. Professor, Constantin UDRISTE – pointed out the good evolution of WSEAS Conferences, as he was an old and trustful collaborator of the WSEAS team. He sad that, if some time ago, professor from POLITEHNICA University were, a little skeptical, now, many of them were really interested and willing to send their papers to be published and presented in these Conferences. Professor Nikos BARDIS, on behalf of WSEAS, told the audience that he was happy being for the second time in POLITEHNICA University of Bucharest, for the WSEAS conferences. He was impressed by the large audience and wished everyone an enjoyable and successful multi-conference attendance. Once the Opening Ceremony over, Prof. Mihaiela ILIESCU, proceeded to inviting the Plenary Speakers have their lectures presented. In the second part of the first conferences day, there were, also, some Session papers presented. As for the second and the third day of the WSEAS international multi-conferences, all the papers were presented, in front of an interesting and professional audience. The rooms for the sessions consisted in the modern laboratories of Faculty of Engineering and Management of the Technological Systems (UPB). |

Review Process:
Each paper was reviewed at least by 3 independent reviewers. The WSEAS
Secretariat sent each paper to 5 reviewers. Some papers received reviews from 5
different referees. The WSEAS Secretariat forwarded these comments by
personalized emails to the responsible for the correspondence author. The full

What is the Permanent Procedure for additional Journal publication for a very
small number of High-Quality Papers presented in the WSEAS Conferences (after the recommendation of Chairmen). So, the authors with accepted &
presented papers received the following e-mail:
We have started now the procedure for the evaluation of the extended versions of
your papers for possible inclusion in the WSEAS journals after new rounds of
review.
INTRODUCTION: You know that our goal is to maintain very strong
international journals, to increase the impact of our beloved WSEAS
Transactions, really top journals as they really are. To this end, we need only
high quality papers, breakthrough works of archival value, i.e. papers that are
well written from any point of view, completed studies (with their numerical
examples or experiments that must be compared with the previous results in the
literature), excellent English language and of course correct WSEAS format. The
papers also must be substantially extended version of the paper that was
presented in the conference (with more than 40% new material). We need papers
that will attract the attention of other scholars citing them increasing our
impact. In the next few years, the WSEAS transactions must be in every academic
library, in every corner of the earth. To this end, we need your high quality
contribution.
HOW TO PROCEED:
a) Check very carefully if your idea is really important, breakthrough in your
field and can appear in a Journal of the quality and the level of the WSEAS
Transactions. If you doubt, do not send it so easily. Your paper must not be
only a good idea. It must be a complete study with theoretical background,
complete bibliographical references; without grammatical and syntactical errors.
For theoretical works: full comparison with previous published papers is
necessary. We need numerical examples, applicability of the method, originality,
novelty and directions for future research. For experimental or computational
works: full comparison with previous published papers is necessary. We need real
experiments with the necessary documentation, while for computational work, we
need full benchmarks. Of course along discussions for the applicability of the
method, originality, novelty and directions for future research.
b) Complete the extended version of your paper and upload it via
http://............... (the full web address was given only to authors
who presented a paper)
c) If your extended version fulfills the paragraph a), then our Editors will
send it to 3 independent Reviewers outside your country. If not, our Editors are
entitled to reject it from this early stage informing you properly. The positive
answer of the 3 reviewers is necessary (attention: 2 yes and 1 no implies NO,
i.e. rejection).
d) Our Editors will collect the reviewers' remarks and will send them again to
you for acceptance/ acceptance after minor revision / acceptance after major
revision / rejection
e) Possibly new rounds of review will be needed.
f) No additional fee is needed in case of acceptance.

6 coffee-breaks - light lunches: Coffee, Tea, Milk, Sandwiches, Sweets,
Cakes, Pastries, Juices were available for the Guests during the conference.
A wonderful Gala with more than 50 different courses (self-service buffet) were
given to the participants in the evening of the second day of the conferences.
Most of the participants danced and enjoyed themselves during this fantastic
night.
