JOURNALS:
BEST PAPERS: The authors of the Best Papers will be invited to send extended versions of their papers after the conference to the Editor-in-Chiefs of WSEAS Journals. These extended versions might be published in the WSEAS Journals after the conference with additional review. This very limited number of high-quality papers will be announced in the
Post Conference Report of the Conference.

No-show authors will be excluded from any further publication in WSEAS Journals, regardless of the quality of their papers. Additionally, they will be required to pay extra shipping and handling fees in order for the organizing committee to mail out their registration receipt, CD-ROM proceedings, and one volume of the hard-copy proceedings.

BEST PAPER COMPETITION:
WSEAS will give out prizes for the winners of the best paper competition. The evaluation will be based on the recommendation of the Chairmen of each Session as well as on the recommendation of the
Committee of 6 international experts. See the best papers of the WSEAS recent conferences at: www.wseas.org/reports

HISTORY OF THIS WSEAS CONFERENCE:
The three parallel Conferences on NEURAL NETWORKS, FUZZY SYSTEMS, EVOLUTIONARY COMPUTING are organized together since 2001. In fact, WSEAS was the first society that launched these 3 parallel conferences simultaneously in the same dates. So, until now, we count 11 years of successful events as follows.

*
Puerto De La Cruz (Spain, February of 2001),
* Rethymno (Greece, July of 2001),
* Interlaken (Switzerland, February of 2002),
* Vouliagmeni (Greece, May of 2003),
* Udine (Italy, March of 2004),
* Lisbon (Portugal, June of 2005)
* Cavtat (Croatia, June of 2006)
* Vancouver (Canada, June of 2007)
* Sofia (Bulgaria, May of 2008)
* Prague (Czech Republic, March of 2009)
* Iasi (Romania, June of 2009)

SCOPE OF THIS WSEAS CONFERENCE:
The three parallel Conferences on NEURAL NETWORKS, FUZZY SYSTEMS, EVOLUTIONARY COMPUTING
is the internationally widly recognized Forum for the dissemination of the latest advances on Computational Intelligence and Bio-inspired computational methods. Thinking machines and artificial beings appear in Greek myths, such as Talos of Crete, the golden robots of Hephaestus and Pygmalion's Galatea. Human likenesses believed to have intelligence were built in many ancient societies; some of the earliest being the sacred statues worshipped in Egypt and Greece, and including the machines of Yan Shi, Hero of Alexandria, Al-Jazari or Wolfgang von Kempelen. It was widely believed that artificial beings had been created by Geber, Judah Loew and Paracelsus. Stories of these creatures and their fates discuss many of the same hopes, fears and ethical concerns that are presented by artificial intelligence.  The various WSEAS conferences on Computational and Artificial Intelligence as well as the WSEAS Conferences on Systems Theory has been successfully held each year since 1996 and has produced 200 volumes of Proceedings while the best papers and the invited papers after extension and after peer review from 4 international referees, are published in WSEAS Journals covered by all the major scientific indexes.

This WSEAS International Conference aims to disseminate the latest research and applications in the afore mentioned fields. The range of topics covered are listed on the Call For Papers. The friendliness and openness of the WSEAS conferences, adds to their ability to grow by constantly attracting young researchers.

This WSEAS International Conference attracts each year a large number of well-established and leading researchers in the aforementioned areas as well as Modern and Advanced Applications in our Real Life.

The meetings have always had a special appeal to young researchers and are characterized by a friendly atmosphere in which delegates at different stages of their careers can talk to each other. Scientists within all the areas of
NEURAL NETWORKS, FUZZY SYSTEMS, EVOLUTIONARY COMPUTING  will benefit from attending the meeting. As a conclusion, the conference offers to the engineers and scientists  a unique forum for establishing new collaborations within present or upcoming research projects, exchanging useful ideas, presenting recent research results, participating in discussions and establishing new academic collaborations, linking university with the industry.
